WUE Schools List (2026): All 167 Western Undergraduate Exchange Colleges by State

167 public colleges and universities in 15 western states take part in the Western Undergraduate Exchange (WUE): 95 four-year and 72 two-year schools, according to WICHE's list. Each one caps WUE students' tuition at no more than 150% of its own resident rate, and each decides which majors qualify.
State membership is not the same as campus participation. University of California, Berkeley; University of Colorado Boulder; University of Oregon; and University of Washington are not on the list, so a student counting on WUE should start from the schools below rather than from a state's best-known university. ›How many colleges participate in WUE?
167 in the 15 member states on WICHE's current list, plus 2 in the Pacific territories. Colorado has 26, California has 24, Arizona has 21, the most of any member state.
›Which big universities do not offer WUE?
University of California, Berkeley; University of Colorado Boulder; University of Oregon; and University of Washington are not on WICHE's list, even though their states are WUE members. A WUE student from another western state pays the full non-resident rate at those campuses.
›Is Arizona State University still a WUE school?
Not for new students. ASU stopped offering WUE to students admitted from fall 2026 onward and replaced it with its own nonresident scholarship; students already enrolled on WUE keep the rate. ASU is not on WICHE's current list.
›Do community colleges offer WUE?
Yes. 72 of the 167 participating schools are two-year colleges, which makes WUE the only one of the four regional tuition exchanges that reaches community colleges at scale.
›Does every major qualify for WUE?
No. Each school decides which programs it opens to WUE, how many awards it funds and what GPA it asks for. WICHE's WUE Savings Finder lists those terms school by school. Check them before you count on the rate.
