Portable award

A grant from your home state that you can spend at a public college in any state. Rare — the District of Columbia's DCTAG is the main example.

Almost every state benefit is spendable only inside that state. A portable award inverts that, paying down the difference between in-state and out-of-state tuition wherever the student enrolls.

It is a grant rather than a tuition rate, which changes how it behaves: it is capped by an annual appropriation, it has to be applied for every year, and it can run out before the academic year does.

It also does not change your classification. You remain a non-resident at the receiving institution for every other purpose, including for any subsequent residency claim.
