Intent to remain

The evidentiary half of domicile: proof that you moved to live in the state rather than to attend college there.

States do not take intent on trust; they read it off a documentary record. The usual markers are a state driver's license, vehicle registration, voter registration, employment in the state, a resident state tax return, and the closure of ties to the previous state.

Most statutes carry an explicit presumption against students: someone who arrives and enrolls is presumed to be present for educational purposes only, and that presumption has to be rebutted rather than merely contradicted.

The practical consequence is that residency claims are won or lost in the year before enrollment, not in the appeal afterwards.
